Advocate Jose Abraham, enrolled with the Bar Council of Delhi in 2007, is an Advocate-on-Record at the Hon’ble Supreme Court of India with extensive expertise across civil, criminal, emigration, family, and service laws. He holds a PhD in Migration Laws and is widely recognised for his scholarly and practical contributions to migration law and minority educational rights in India.
He is the Founder President of Pravasi Legal Cell, a multi-country NGO dedicated to protecting and empowering overseas Indians, and serves as Chairman of the Paideia Institute for Training and Research in Social Sciences, New Delhi. He is also a trusted legal advisor to several NGOs, minority institutions, and educational bodies in India and abroad.
His work has earned national and international recognition, including the prestigious IVLP Impact Award 2023 from the U.S. Department of State for his contributions to minority empowerment.
Advocate Abraham has appeared before the Supreme Court, various High Courts, and Tribunals, and has led impactful legal interventions—most notably contributing to the abolition of the labour bond system for nurses, facilitating repatriation of deceased emigrants, advancing RTI accessibility through online systems, and strengthening emigrant and minority rights. He has also played a key role in securing minority status certification for over 7,000 educational institutions across India.
He has held prominent institutional roles, including serving for seven years as Secretary to the Committee on Law and Public Interest Litigation of the Catholic Bishops’ Conference of India (CBCI), and currently serves as President of the Bar Association at the National Commission for Minority Educational Institutions (NCMEI), New Delhi.
An accomplished author, he has published several authoritative works on emigration, minority rights, RTI, FCRA, and NGO governance. His scholarly contributions have been recognised and felicitated by the Hon’ble Chief Justice of India.
